Yes, that would work, though I would recommend
Cars & Transportation > Insurance & Registration
(if only because it rhymes).

The reason car insurance questions automatically go to Other Environment is, I’m guessing, that a lot of people ask about cars and their environmental impact in that category. The system uses keywords to determine the best fit categories, and it may be based on what people ask (or asked at a certain time) in that category.
